Do you need an apostille?
Answer three questions and get a category of procedure. Same logic as the guide: certification is only needed when a document crosses from one country's legal system into another's.
Two things that always matter
- A legal-assistance treaty can cancel all of this. Ukraine has such treaties with a number of countries — where one applies, legalisation may not be needed at all. Ten minutes asking the consulate or a notary — BEFORE paying for anything.
- The receiving institution governs. Ask whoever demands the document: "In what form do you need it — original, apostilled, legalised, translated, and certified by whom?" Their answer outranks any website, including this one.
