Foreign passport — first issue or renewal
What to bring
- your current or expired foreign passport, if you have one
- your internal passport or ID card, if you have it with you
- your RNOKPP (tax number)
- proof of any change of surname or given name — marriage, divorce or name-change certificate
- proof of your lawful stay in this country: residence permit, visa, protection-status decision
- for a first passport — your birth certificate
Men aged 18–60
- Open Reserve+ and confirm the document is VALID and your data show as current. This is the leading ground of refusal and it cannot be fixed at the window.
- The rule applies even when you are acting for your own children.
- If you are registered with the Security Service or an intelligence body, you present a PAPER military document and the mission verifies it by written request — up to 30 days. Plan for that wait.
- The resolution names exactly three cases where the document is not required: an identity certificate for return to Ukraine; consular acts concerning children whose OTHER parent is a foreigner or stateless person; and where the applicant is detained, arrested or deprived of liberty abroad. They are narrow — if you think one applies, confirm it with your mission BEFORE travelling.
The night before
- Confirm the appointment still stands, and that you have its reference.
- Lay out the ORIGINALS. A copy will not do where an original is required — and an original that is retained may be one you need before it comes back.
- Check how your surname and given name are spelled across every document you are taking. A transliteration mismatch is a ground for refusal and cannot be repaired at the counter.
- Check which means of payment your mission accepts, on its own page. We publish no tariffs: they move, and being wrong means arriving with too little.
- Charge your phone — the apps, the documents and the appointment itself all live in it.
- Print your mission’s own document list, in case of a disagreement at the window.
What to take home or write down
- the slip or receipt with the collection date
- your old passport — ask whether it is kept and when it is returned; you may need it to travel before the new one is ready
