Consular services for men aged 18–60: the document you need before you go
Men of conscription age need an electronic military registration document with a QR code to be served at a Ukrainian consulate — and it expires after three days. What it is, the three exceptions, and how to fix data problems.

If you are a Ukrainian man between 18 and 60 and you need anything from a consulate — a passport, a power of attorney, registering a child — there is a document you must bring, and a detail about it that sends people home empty-handed.
This page describes a procedure at a counter. It is not legal advice, it takes no position on anything beyond what the missions themselves publish, and the rules here change more often than most on this site. Your own mission’s page is the authority; the mission list is on consular outreach.
What you need
An electronic military registration document (електронний військово-обліковий документ) carrying a QR code. It is generated by the holder in Reserve+, the Ministry of Defence’s own application, and draws verified data from the state register of conscripts, those liable for military service, and reservists.
Reserve+ is a phone app rather than a website, so install it from your device’s app store — and check the publisher is the Ministry of Defence of Ukraine before you enter anything, because imitations of Ukrainian government apps are a known scam pattern.
You generate it yourself, after your own registration data has been brought up to date.
What “valid” means — and what changed in summer 2026
For a long time missions applied a rule of thumb that the document had to be freshly generated — within about three days of the visit. That rule is gone. The procedure now in force was approved by Cabinet resolution No. 981 of 29 July 2026: the document must be valid at the moment the consular act is performed and must carry confirmation that your personal data are up to date. The consular officer checks it against the state register directly — through the «е-Консул» system in real time where the connection exists, or by scanning the QR code where it does not.
So the sequence is no longer “generate it the night before”. It is: make sure your data in Reserve+ show as confirmed and current, and the document in the app is valid on the day. If Reserve+ tells you the data need updating, that is the thing to fix — before booking, not at the counter.
Two details from the same resolution worth knowing:
- It also applies when you are acting for your own children, with the narrow exception below.
- Men who are on military registration with the Security Service or an intelligence body present a paper military document instead; the mission checks it by written request, which takes up to 30 days. If that is you, plan for the wait.
The three cases where it is not required
The resolution lists exactly three:
- Applying for an identity certificate for return to Ukraine.
- Consular acts concerning children of Ukrainian citizens whose other parent is a foreigner or a stateless person — narrower than “anything involving a child”, so read it carefully.
- Where the applicant is under arrest, detained or deprived of liberty abroad.
Those exceptions are narrow and specific. If you think one applies to you, confirm it with your own mission before travelling rather than arriving and arguing it at the counter.
When you will be refused
The missions name the grounds plainly: the check shows the document is invalid or the data need updating; you did not present a valid document; or the document lacks the confirmation that your data are current. All three are fixable in advance and none is fixable at the window.
If your registration data is wrong or you cannot update it
This is common, and it has a defined route rather than requiring a trip to Ukraine.
Write to the Reserve+ technical support address, cabinet-support@mil.ua, and include all of:
- Full name
- Your RNOKPP (tax identification number)
- Contact telephone number
- Date of birth
- A plain description of the problem
Missing any of those slows the reply. The Ministry of Defence publishes further information on correcting registration data.
No tax number at all? Reserve+ cannot identify you without an RNOKPP. The missions’ own clarification says a man in that position can apply for one in person at the nearest embassy or consulate through «е-Консул» — and the MFA and Ministry of Defence have said that updating registration data through consular registration is being introduced for those who cannot do it in the app. Ask your mission which of those is live for it.
Do this before you book, not after. Data corrections take time, and an appointment you cannot use is worse than one you have not yet booked.
The practical order
- Check your own mission’s page for its current requirements — they differ between missions and change without much warning.
- Fix any registration-data problems first, through the support address above.
- Book the appointment.
- Before you go, open Reserve+ and confirm the document is valid and the data show as current. Bring it on the phone — a printout with a readable QR code is also accepted.
- Bring it along with everything else the mission asks for.
Some missions also take documents at outreach visits, where the same requirement applies.

Your own Ukrainian mission publishes the requirement it applies, and it is the authority — not this page, and not what someone reported in a group chat. Requirements in this area have changed more than once, so check the date on whatever you are reading, including this. If something here has gone out of date, tell us — that is the most useful mail we get.
Frequently asked questions
- Does the Reserve+ document still have to be generated within three days of the consular visit?
